    Those are crepe myrtles.

    Yes, they are Crapemrytles, Lagerstroemia species. Winter hardy in zones 7 and farther south, the leaves emerge late in Spring and the flowering occurs in mid to late Summer. Both bark and fall lead color are ornamental. Truly a small tree for all four seasons.
