Kitty Litter access!

I'm trying to figure out how I can make the kitty litter in the basement accessible to my cat, without posing a risk to a baby/toddler.
There will be a door at the top of the basement stairs--so I've naturally thought about having a cat flap placed in the door....but I'm envisioning a baby/toddler climbing through and tumbling down the stairs.
I would like to be able to close the basement door, rather than to always have to leave it open for the cat.
I've thought about the idea of a split door--closing the bottom half and keeping the top half open and having something the cat can jump onto to get over (he's fat and not all that spry!)...but this just seems cumbersome and bulky.
I really don't want to have the kitty litter on the first floor (it's a relatively small bungalo--and I hate the smell!)
Any suggestions would be greatly appreciated!
