Exposed wire where cord enters fixture?

We received two Wesley Pendant lights and on both, where the plastic covered wire transitions from the rope to the light fixture there seems to be another, exposed single wire. Is this a ground wire? is this designed that way? It appears on both lights.

    Hi, This is what I received back from the factory. Please do let me know as they are concerned.
    Per my product development department if the exposed wire is copper it is the ground wire. Would you please confirm with the customer. I want to make sure everything is in order before the customer tries to install.

    yes it seems like it is a thin copper wire. On both lights.
