stair kicks and base board design

hi houzzers - need your opinion and suggestions please! we just finished doing our stairs and long story short, the guy that did our baseboards is different than the guy doing our railing and stair kicks. when i got home yesterday to check things out, there are some odd joints where the expansion joint, stair kick and baseboard merge together. the photos below show how they merge on the 2nd floor. does this look right to you? i think it looks very odd and chunky. but how could this be done better? please help! thanks.

The horizontal boards need to line up, and the molding that runs up the stairs should go all the way up and be mitered to meet that horizontal piece (the 2nd floor baseboard).

Consider painting trim over expansion joint wall color. Extend base out and down to join skirt board (stair kick?).

why did the skirt board end up so short I would get rid of the baseboard across the wall

I think the baseboard should go over the chair rail board.

My first choice would be to remove the baseboard like Rocking'Fine Finish said and I would finish the top baseboard like 2014diane drew it .i.e. diagonally. If you want to keep the baseboard, I would do like thewellspdx said. It should not be that hard to fix. I would think it is just a matter of removing the nails and patching the holes.
