Do you rent or own? If you own, I'd take out the railings, but I think you may be renting. Can you paint?

A sheerer set of roman blinds with some plants could do the some justice and blend the railing.

How about using a decorative window film?

I'm very surprise to see that the safety railing is on the inside rather then the outside , a bit of a tricky problem when it comes time to clean windows I say :)
if you could paint it white it would sort of blend in . The ledge can be used for plants or a reading corner , the decorative film will give you privacy and block the view of the buildings too.

Plants…make the railing feel like a gate.
