Roman Shades Window Treatment

I'm thinking of a window treatment as seen in 
with roman shades. Is there ratio of open folded length to window length that is considered pleasing to the eye. I don't want to loose the window, and am only doing this to get the look of a valence, will never lower the shades. Thanks.
