You need to first ascertain if they are asbestos tiles. The easiest way is to measure them; if they are 9 x 9, they are most likely asbestos-based, and your cheapest, and safest, solution is to go directly over them with either a sheet-good, hardwood or carpet. This will encapsulate and contain the potential health hazard.
You might want to check into a discount flooring outlet like Lumber Liquidators, if you have them where you are, and of course, sweat equity is the cheapest labor around.

There are companies that coat garage floors with a thin coat of material that looks like small pebbles or concrete. I believe that there are different colors and textures available. Try ifixconcrete.com They are in N. Calif. but perhaps they can help you find someone in your area.

Regarding asbestos tiles homeowners can remove and discard it w few or no restrictions. Just take safety precautions.

Yeah, check to see if they are asbestos. I had those & my father sanded them w/o protection and I'm still feeling guilty I let him do it as he died of pancreatic cancer. Really I don't think that was the cause of his cancer. He was a drycleaner for most of his life causing him to work w/ carbon tetrachloride & that is probably what caused the cancer. But I'm sure that if you not try to mess with them like we did & just cover them you'll be alright.
