Placemat definitely on top of the runner. But maybe get rid of runner and place flower pots on a tray for a grounded centerpiece. Would look less cluttered. I think I like the blue plates better but either will do. Depends on occasion, really. The red plates look a little more feminine.

I always remove the runner when I use placemats because I don't like the way it looks with both. I also don't like sitting on the end with the runner, when those sitting on the sides don't have to deal with it. I think the blue plates have a lot more pop for your table and looks very nice.

I agree but if you have a complimentary runner like a red one for example you could use both , if not remove the one that you have and only use the place mats
