The fabricator would need to create a template of the backsplash just like a stone fabricator would. This would tell them where holes need to be cut for outlets. As for the bottom where it meets the countertop, if the steel was set on a line of silicon this would most likely be the best solution. However, I would speak to your steel fabricator and/ or countertop fabricator about it.
