Neither of us smoke...we have been here about six months. Could the painters have smoked that much?

There were previous occupants. I don't know if he smoked or not. I have told the maintenance guy and property manager about (large home builder owns these apartments) it but they didn't know what it was. Its much worse in my son's bathroom. I think because he takes hotter showers than I do. Smoking can really do that much damage? We already know the painter didn't wait for the drywall mud to cure before he painted (and only one coat at that)...there are spots where the mud shows right through the paint. If that is nicotine, can that form hurt us?

And it is older construction. Maybe built in the 70's.

it won't hurt you it's mostly just gross clean it with tsp prime with stain blocking primer then repaint
