Roman shades with panels for office?

I'm in the process of decorating a small office. I planned on using roman shades under panels. i was told that it is either one or the other. other. that roman shades should be used alone. and panels are used with blinds. What is the correct way to use roman shades?

There's no right and wrong, but there is double cost to do both. I'd do one or the other, but you can certainly choose to do both if that's what you want.

Doing both gives a much more finished and layered look. Romans and Panels are gorgeous when used together. You can do each separately, but if you already know what you want - go with it.
