Caterpillars and mealy bugs

Hi,

I see some caterpillars in containers of annuals like impatiens, cosmos, and zinnia.

Are they harmful? How to control them?

I also have a few mealy bugs on them. I keep removing them with a small paint brush and I flush them. But they keep coming back. Any ideas, please?
