I mixed up this concoction to keep the bunnies away from my planted seedlings, so far it's working. Don't know if it will work for chipmunks, but it's worth a try!!
Mix 3 chopped cloves of garlic, 1T of pepper flakes, 1T dish detergent & 32 oz of water. Put in squirt bottle and place in direct sun for 2 days. Looks brownish, stinks like heck, spray every other day on ground around planted seeds and/or directly on seedlings.

Rachel, I've used cayenne pepper powder for a long time to keep squirrels and chipmunks out of my seed beds and containerized plantings. Just sprinkle on top of the soil. Works great mixed into bird seed before filling the bird feeders, too. I buy big cannisters of the spice at Costco.
