Compacted Soil

I have been caring for my Juniper Bonsai for over a year now. It has been growing well, but the soil in its pot seems to be getting compacted.. The drainage holes are VERY small and the pot is much larger than the extent of the roots of the plant.

If the plant is not dying should I worry about transplanting? I would like to put it in a pot with healthier soil, but I hear transplanting in Summer is the worst time. Please let me know how I can open the soil for more air and better water flow.
