Looks like Chelone "turtle plant" but the picture is blurry.

The plant on the right is Centranthus ruber, red valerian.

It's hard to tell when it's so far away, but it looks a little like red bee balm. Could you get a photo with more of a close up of the flower?

Sorry folks, but however fuzzy or far away, it is unmistakably Centranthus ruber, a plant I see every day at this time of year. But since the OP seems to have lost interest s/he may never know. We could id it as an oak tree for all it matters.

Is that also known as "joe pye weed"?? I have JPW and it looks very similar and is very invasive.

No, Joe Pie weed is Eupatorium purpureum. Looks quite different up close. Centranthus ruber is almost succulent-looking, with slightly glaucus foliage and a completely different leaf arrangement.

Yup, Centranthus Ruber. Very very easy plant in the pacific nw or just about anywhere. It grows as a fairly well behaved weed here.
