Because they have reseeded....not "returned" as perennials do.
The seeds are not necessarily the same as the parent plant....particularly if the parent plant was a hybrid.
For example....to "make" a hybrid plant....you take the pollen from "Bob" and put it on the Stigma of "Ann" and seed is produced that will grow a plant we should call "Josie"...
But when Josie produces seed it won't be the same.....the only way to produce another Josie is with a mating of Bob and Ann.
