Canary Climber Dying

My canary climber is dying from the bottom up. I've had a problem with tiny little gnat-like bugs infesting it. It is planted in a garden I created at the house I've renting, which was once a pile of rotting branches, leaves and other yard refuse. The newest growth on top is still healthy, but it's going fast, the leaves at the bottom yellowing and dying. Anyone know what this might be? Is it the bugs? I also have cardinal climbers and moonflower vine back there, among other flowers. They are OK right now...but I don't want them to suffer the same fate.
