Bulbous fennel is challenging to grow. Fresh seed is important. I find that a rich soil with plenty of compost helps. Fennel does not grow well in dry sandy soil. My crops are hit or miss as well and weather is a key factor. Sowing direct from mid June to late July has worked for me. I have experimented with different varieties and have not found out which one is best yet. My family loves bulb fennel and so the challenge is worthwhile.
