Put in plastic drain lines. Try looking up "american drainage systems". You have to have a place to direct the water into, of course.

Why don't you look into constructing a rain garden (or gardens) to help with the run-off issue? It can solve your practical problem and help with the larger ecology of the region. Here's a kid-oriented but still good introductory link from the Chesapeake Bay Foundation. You can google a bunch of other links on the benefits of and how-tos of installing rain gardens.

We built one here in a low wet spot along the waterfront in MI. Doesn't even have the wooden edging. It really works. Judiciously placed plants in your yard can absorb and slow runoff from rain. Your subdivision is probably having wetness problems because all that protective vegetation was removed when the houses were built. Contact your local watershed organization for tips and resource suggestions. Good luck, have fun!

Thanks for your helpful suggestions. This is a great start and I even found some websites that pointed me in some other environmental friendly alternatives. I actually just may be able to make this work even with a minimum budget.
