You might want to look at PhotoImpact by Ulead if you have a PC, no version for the mac.

Use the grid and ruler to control scale. Lines are drawn either freehand or by clicking start/end positions. graphic objects are supported. Until they are merged into the drawing, you can reposition, copy, edit, rotate, flip, or resize them. Text is generated as an object and can be changed as to font, color, size, position, or many differect styles before it is merged.

Image maps are supported so you can use the drawing in a html document where hot spots on the drawing pop up text on mouse rollover or can be clicked as a link to another html page.

Any of the older versions of this software will work for your needs as well as the latest one. Find it at discount or there are always people selling the old versions on ebay for $10-30.
