mounding in landscape design

We need to create a large mounded soil bed to plant conifers and other evergreens and perennials. We want to do this partly because it will give us a little more height with our new trees. We don't want to get trees any taller than 4 or 5 feet because of cost. We also desperately need a sound buffer between our home and the street. It is completely bare now. We have about 50 feet between our wrap around porch and the street and the front of our lot is about 70 feet wide.

How do you mound soil? Do you think we could do this ourselves? Do you rent an earth mover--get topsoil delivered and mound away? Do you tamp down the soil so it doesn't erode before your plants get well established. Can't find any mounding information in my books. Any help appreciated. Thanks!!
