Depends on the flower... betting that germination will be spotty to non existent though. Perennials tend to hold up longer, annuals, not so much.

You could always do a germination test to see if any of them are still viable before someone spends the money on postage.

Ellie, Like it said there are two shoe boxes full. Probably about, at least, 100 zip lock bags, seed packets. Annuals, perennials, shrubs, trees. These are old, at least 15 years, since that is the last time I traded seeds. I can weigh them and see just how much it might cost to mail. I'll post weight in a minute.
