I harvest from both first and second year plants. I don't notice any real difference.

thanks. I can't remember where I read it, but it seemed it was somebody well-known.

I harvest mullein leaves in the first year or in the second year before the flower spike gets sent up. Once the plant is sending up that flower spike, the majority of the energy is in developing flowers.
