Mutant bell pepper?

I started this pepper plant from seed and have had it growing in an Earth Box for about a month or so. (The variety is Yolo Wonder, if that has any significance).

At this point it doesn't resemble any bell pepper I've ever grown. Instead of a single main stalk in the center, there are dozens of medium-sized stalks all over. The flowers are like long clumps of hard little buds, almost like a stalk of wheat or something. None are opening up like normal pepper flowers. There are no signs of fruit.

At first I thought it was just getting a little wild because I hadn't trained it or built any supports, but I'm thinking perhaps I got a bad seed. I started another batch of seeds from this pack a while after this one, and those that made it outside don't look anything like this monster.

Is this indeed a bell pepper? Maybe the result of it not being properly pollinated? If not, can anyone identify it?
