Sure you can clip them off but that is just going to make the remainder more vigorous. I get a lot of blind wood in apricot that is overly vigorous. This results in no fruiting spurs for 3-4 ft at the base of the shoot. You might want to slow your tree down or make heading cuts at the right time. The trouble is a heading cut on a young vigorous shoot gives very narrow angled branches.
