Water feature help needed...

We are in the process of re-building a huge retaining wall around the rear of the house/yard (140'x4'high) and the middle of the back yard when you walk down the steps is an octagonal flower bed ... I want to put a water feature in the center of that. I found a number of GORGEOUS fountains at statue.com, but my husband said absolutely NOT when he saw the prices ran $500 and up (the one I LOVE is like $1200 del made from cast stone). He said if it dropped a zero at the end I could have it... so now I have to come up with a homemade version or something. Any suggestions? It has to be atleast 3' high in order to balance out the space. I like the urn styles with bubblers and the mediteranian garden well? style where it has a high stone back w/ a brass lever faucet on the front that runs down into a stone basin (does that make sense as described?). Are either of these 2 fountains able to be made using a tufa over-lay? Like if I make a cement block basin, line with pond liner or something and put the tufa on the fronts and maybe a capstone on top ledges or something?? I really want something that once it is there, I won't have to move it in the winter .. just drain and cover it.
