00 sand is just very fine sized sand. Not powder but getting there.:)

It works great with Cryogenic perlite because the grain size is smaller than the Perlite giving you a nice smooth finish.
It is pretty common inexpensive sand but you might not find it at Home Depot. You need to go to an outfit that supplies brick layers and Stucco crews.
