I have a concrete garden Buddah that someone broke the bottom pedestal off of. I put it back together with Goop for masonry, ceramic, etc. That was three years ago and it has been outside in New England -- winter and summer ever since and it's still holding. This could work for you. You can get Goop at HD and at hardware stores. There may be different types for different applications, so be sure to check the fine print!!

I have tried different things to put my bench tops and legs together. Have not been to impressed with anything yet, including mortar and different glues. I think I have found something I am really going to like. It is called Landscape Block Adhesive for concrete retaining blocks and pavers. The history stone bench mold I am not as concerned with as another bench mold I bought on Ebay. The legs on this one are really narrow and have to be secured so am hoping this stuff is going to work. So far so good. Also on the birdbath molds I have used different glues on them but if you want to take it apart for easy moving I have had good luck with plumbers putty. It is really cheap and is what they use at a statue and birdbath place I go to.

Try Gorilla Glue, be sure to follow the directions!

Use thin set it work great.
