klew: Most apples in most locations don't bloom in the second leaf. They are just too young. And again most apples only bloom every other yr when they are allowed to overbear. If you thin the fruit enough early in the season they bloom every yr.

Queen Cox has been particularly slow to bloom for me so you may be waiting for a couple more years. I think I am in my 5th year on it and I may have gotten a bloom or two this year but no fruit set.

Wow! I posted a month or two ago that it's a champion bloomer for me. It bloomed the year I got it, and set apples the second year. In fact, it's blooming again a little right now, while it has two-inch apples growing! My Queen Cox started blooming I think in March, so it's been 3-4 months of blooms? I'd always heard, too, that it doesn't like hot summers, but I planted mine intentionally mostly in the shade, so maybe that helps. The downside to all those flowers is that it's my only apple to get fireblight this year, and really bad fireblight too! I've been discovering it week after week after week--it just doesn't seem to stop. The branches are all butchered from cutting out, like a really bad haircut.
