grass in clumps

I have a question on how best to fill in a tall fescue lawn that is "clumped" i.e. good growth in spots, interspersed with bare soil. The clumps give a patchwork, raised up effect, and makes it an ankle turning trap to walk on. I have followed soil test results suggestions, and the grass that is there is growing fine. I tried over seeding & plugging last fall, but that failed, likely due to inadequate water. We are in a drought, and I am on well water, so i am hesitant to water a lot (although I did sprinkler water for the seeding attempt). I mow high and mulch it- no bagging. What would be the best method to address this? My idea was to wait 'til fall, overdress with topsoil to level it out, and seed?? Thanks for your help.
