2 questions, need help.

Hey all. I have 2 serious questions I need help with.

First question!!!!
There is a prickly weed that started growing in the front of the house. Over the years it is starting to spread. In the particular spot where it originated, the entire area is filled with this weed. I had it identified as a burweed (click to see)

The internet says to spray herbicide in the fall/winter.

However, this crap has gone into my flowerbeds, underneath my shrubberies, and around the bird feeder. I refuse to spray poison around things I care about... so I need help. What other ways can I remove it?? I actually thought about taking a shovel and digging up the whole section of the yard where it is prominent and reseeding... :(

SECOND question!!
For years and years we had some kind of a tree growing in our yard. About 7 years ago, it started to mold and rot and the limbs were coming down.. soo we decided to have it cut down. We also had the stump removed.

Fast forward to now where I'm starting to garden and care about my yard, I've noticed that a good 3 or 4 square feet around where the stump was, has become.... I don't know. fungus? the ground is soft and squishy and kind of sinks in if you step on it. Underneath, is like rotting some-sort-of-something. My grandpa said "it's a toadstool"

But it's spreading away from where the tree used to be.

What is it, what can I do about it???
