Snapper 6.75 Briggs hp question

Pop passed a year ago and my sone is doing his lawn with his Snapper mulcing mower. I could be 5 years old...not really sure.

Yesterday he had trouble pulling the cord. It was like it was locked. Eventually it pulled and started but then sounded like it might stall when the self propelled was engaged. I flipped it over and used a putty knife to clear grass. I checked the oil...hot engine...hard to tell if low...I added some. Again, cord would not pull. I walked it around, gave it a bounce up and down and walked away a few minutes. Eventually it pulled and started and my son proceeded to cut the lawn. He stopped and started it a couple of times with no problem.

So, why would the cord be jammed and not pull?
