Seeding between rainstorms 2 days after adding triple phosphorus

I had tested my soil levels awhile back and the phosphorus levels were way low. I added some turf starter and triple phosphorus (0-45-0) in the areas that the seed had not grown even after waiting a month. We had been in a drought recently and today we had a heavy rain so afterwards I seeded with fescue and immediately after i was done it started pouring again. My soil is mostly clay but it has been so dry that the soil soaked the water right up.

I am wondering if this was a good idea as I had heard that seeding after a rain is good, so I am hoping that by doing it between storms it will work. The storm also resulted in some areas of grass to pop out finally too.
