Clean the tiny holes in the "Brass Bowl Nut" holding the carb bowl on.
That is your carb Main Jet.

Your engine should be a Briggs 125K02-0303-E1

i did also clean the nut/main jet still nothing . i checked the primer bulb & its in good shape , still not building up pressure/pulling fuel....it just seems dead & soft...

Will need something like WD40 with a hose attachment.

Remove the Welh plug (20A) and then the jet (20). Clean the small holes at the end of the jet. Spray WD40 into the hole where the jet screws into.

Remove the air filter and look into the carb for a red plastic tube (36A). If it is there. Stick the WD40 nozzle into the tube and give it a good shot to clear it.

thanks for the info & diagram , this is not my carb though , my primer bulb is on the plastic air box on the air filter box

If you remove the 3 bolts that attach the air filter housing to the carb, you will see a gasket behind the housing and against the carb. If this isn't in good condition, you will suck air. Sometimes, I've had to put 2 gaskets in order to seal the gap. If that's OK, is the carb bowl sealed up good with the large O ring? You should be able to look into the carb with the air cleaner off and see the fuel being forced up through the orifice when priming. If not, replace the gasket or the bulb.
