Huge gravel problem

The people who had my property before me were gravel addicts. I have 1/2 acre with about 18", maybe more river rock on it. In some areas there are actually two thick layers of gravel with two sheets of plastic separating the layers!

I'm trying to recover some of the yard to plant vegetable and flower gardens. It is nearly impossible to get rid of this much gravel. Some areas of the yard we can't even get heavy equipment into and it can take me a day to clear an area 10X10. Then there becomes the issue of what to actually do with the rock once I remove it. Much of the rock is not clean enough to give away.

My idea-I have a large (maybe 50X50 area) which must have rotted plastic underneath a rather thin (relatively speaking) area of rock. I'd like to make this into a nice vegetable garden next year. The reason I think this might have rotten plastic and thin rock is that it is being over-run by bermuda. My plan-lasagna style garden with a layer of cardboard on top of the river rock.

Is this insanity? Will the drainage be a huge issue because of rock and plastic underneath? Will roots have problems without a real dirt base? What are your thoughts?
