Definitely a Lamiacaea.
The long flower stems and leaves suggest Stachys, maybe Stachys macrantha... (not sure it's that species).

Looks a lot like lemon balm, Melissa officinalis. Does it have scented foliage when crushed?

I agree, it does rather look like lemon balm. If it is, the foliage will smell like lemon pledge - hence the "lemon" name. If lemon balm, it does bloom but the flowers are not spectacular so move as desired. Lemon balm is prized for the herbal uses not flowers. Though there are those that curse the plant. It is hard to kill lemon balm and it does spread. If there is a nuclear apocalypse, cockroaches and lemon balm will surely survive. At least the post-apocalyptic mutant, sentient cockroaches will have some nice lemony herbal tea to drink!

It is not a lemon balm. I have one in the back yard. The leaves don't have an odor at all actually. I will look into the staychs on the first post. Thanks for the help!

Research plants in the mint family sold in ur area.

maybe one of the campanulas, if not stachys - the flower stalks and seed heads look feasible.

Mint family - besides the overall look, the dried stems in the picture look squarish. That's usually a good indicator for the mint clan.

FYI - herbs are often much weaker in both scent and taste in the spring which has copious rain and very young foliage.
