Those grubs are the larva of beetles, Japanese, June that are moving toward the surface and are getting ready to become the adults that will soon plague us. They are not, at this time, much of a threat to your garden.
Sift them out of the soil and feed them to the birds since there is little organically acceptable that will control them now.

Grubs? I would probably call all kinds of cut worms and grubs similar look alikes. Cut worms are harmful. JB grubs usually emerge from grass sod.

People call all sorts of stuff "grubs" many of which aren't Japanese beetles.

Further, we don't even know where OP lives. Might be in a region without such nasties.
