Lime causes chemical reactions. And is a chemical found in nature. Not sure what you mean but that's what it is.

Not sure why you would spread lime to get toms to flower. You can withhold water to stress plants to set flowers, or you can determine what environmental factors in the one location differ from the others and see if you have to put up with that location making toms late (cooler, shadier, etc).

From the description, either overhead watering or too much shade, but information is scarce to help you.

Are they all the same variety? My Aunt Ruby's German Green, which are much larger plants than the others I'm growing, and which are planted in the same location as the rest of my tomatoes just finally set fruit about a week ago - 2 weeks after the rest of my varieties. They were dropping a few blossoms for a little while.

Tomatoes fail to set fruit for many reasons, most related to temperatures. If its too hot, or too cold, they will not set fruit. Tomatoes might also fail to set fruit if it is too wet (lots of rain) or too dry (not enough rain), of if where they are growing has too much Nitrogen in the soil causing too much lush green planbt growth which also inteferes with a plants ability to uptake Potash.
The idea that throwing some lime may help comes from the idea that lime will help with Blossom End Rot which does happen because of Calcium deficiencies. However, spreading lime now will not help because of the time it would take the lime to get into the soil and work.
