low cost soil amendment

I am looking for a low cost soil amendment that's organic. I am in San Diego, California. My garden has heavily amended clay soil. I grow mostly sages, so I am trying to create a soil environment that is similar to a natural southern california sage habitiat, which is decomposed granite with lots of dry fine organic matter. I periodically add mulch as a top dressing, then put cedar wood chips (decorative wood bark) on top. The mulch and wood chips break down over time, so I just add more on top. What else can I add to put nutrients in the soil and prevent soil compaction?
