I feel your pain. Years back, I bought an African Violate from a fruit stand and infested my whole collection c Mealies.
You are on the right track c the Q-Tip and rubbing alcohol.
As for repotting, it is better to repot when the orchid is out of bloom. At this time, you can inspect the roots for the little buggers. If present, you may want to consider using a systemic.
However, since the leaves appear to be fine, it seems unlikely there is a serious infestation down there.
My advise is to just be vigilant and keep that paint brush handy!!

I had mealy bugs on phalaenopsis orchid as well. I just picked off all the bugs as I found them daily till there were none left and wiped the top and bottom of the leaves lightly with half/half water and rubbing alcohol. Now my Phal is in bloom all the time. Hope this helps.

It won't pay to repot as long as you're not treating the medium too. Eggs and little critters lurk there. After you've treated both top and bottom with a systemic once a week for three weeks, then you might consider repotting, otherwise you take the chance of infecting all the fresh medium.

I found that spraying the plants and soil with diluted dish soap (the old fashioned regular kind) works really well for all kinds of pests. Not only do I use it on infected house plants but in my garden too, last year it saved my roses from the worst case of aphids I have ever seen.
