Where is your general location, and what kind of weather conditions are you experiencing? I suspect that what you are seeing is algea, and not moss. What do you think?

maybe , its almost a green film ontop of the soil. I live in Mass. Its been pretty cool (low 60's) and not alot of sun.

Moss thrives in wet, typically shaded, soil so I tend to think you've got a drainage issue.

A common misconception about moss is that needs a moist, acidic, shady soil to grow. However I have moss growing in well drained sand in full sun as well as moss groing in full sun on the crushed dolomite limestone on the drive (also in full sun) and on the concrete blocks that make up the house foundation.
But, like Rhizo, I would suspect some algae, especially it the soil has been fairly moist. Algae or moss the way to "get rid" of either is to add lots of organic matter to your soil. Organic matter will improve the drainage, eventually, that allowed the algae to grow on the soil and will mkae conditions unfavorable for the moss to keep growing.
