Sounds like potato leafhoppers, fully equipped with piercing/sucking mouth parts. I would use neem oil if they are causing significant damage.

Thanks Al! I was looking up the term 'grasshopper,' 'leafhopper' helps more.
I guess I'll just keep an eye on it for now. There are some holes in some leaves, but unless they bore into the tubers themselves, I'm not one to fret over that unless it's decimating the plant...

Mmhmm - that's why I chose the term 'significant damage'. It was an indirect way to reinforce one of the fundamental tenets of IPM, but I see you're already with the program. ;o) Good luck. I hope you fare well.

I've seen leafhoppers on some of my ornamentals, and they are doing a little damage. The birds seem to stay away from that particular bed. So they make round holes in leaves?

No. The damage comes from the little buggers sucking sap from the foliage & the symptoms are commonly referred to as 'hopper burn'. The potato leafhopper feeds near leaf edges & the damage usually looks like triangular, chlorotic areas that extend from the feeding sites to the leaf edge. Many insects or feedings sites on a leaf can cause the leaf to curve downward. Major infestations can have a big impact on growth as they suck the 'life' (sap/photosynthate) out of a plant.

Some of my tomatoe are in the same raised bed as the potatoes. Is that more of a concern with the leafhoppers?

That may be since Tomatoes and Potatoes are in the same plant family and are susceptible to the same insect pests and plant diseases.
