Too far away to tell. Where is it located?

This is in Northern Virginia. I've cropped and picture and hope this helps.
A nursery nearby ID it as Pieris Japonica, but I disagree. I want to say this is a type of viburnum or lilac, but I'm not sure.

You're right. It isn't Pieris and actually looks nothing like it, so not much of a nursery there. Nor is it Lilac. Possibly a Viburnum but we really need a close up of leaf and flower.
