It looks a lot like aphids of various stages...bit hard to tell, though.

Given that seem to be alive while you're spraying Spinosad, they most likely are aphids. Spinosad is not a very good aphid control given that the aphids feed off of sap/leaf interior feeders rather than being whole leaf eaters.

Check out one of the many homemade soap spray controls online and mix one up. The infestation looks a bit heavy at this point to just go for a simple spay of the water hose on the plants.

Aphids. You have to be careful with soap sprays. It will kill or hurt some plants. I just hand squish them or blast them off with the hose.

They appear to be Aphids and the labels for Captain Jacks Dead Bugs do not list Aphids as one of the targets. The Aphids can easily be controlled by a sharp stream of water, not necessarily from a hose, a hand sprayer works as well and with less plant damage.
Spinosad is known to be very toxic to bees, so due care in its use is necessary.
