This was a professionally applied floor by a local contractor. It has a water based base coat with the flakes applied to it and a Poly Urethane top coat to seal the floor. This is not a DIY kit floor.

Most companies will refuse to go over a previously painted floor, unless the paint first gets removed (mechanically). The resins they use for the seamless floors will most certainly stick to the paint, but there's no way they could warranty that the paint won't lose its bond to the substrate.

Floor prep is very important for a good, long lasting floor installation. If the previous floor is lifting and peeling, it must be removed by grinding or shotblasting. Failure to do this will result in the new floor lifting and peeling.

Use TSP (tri-sodium phosphate) to pull any oil based residue out and clean the concrete. After that you may have to acid etch it, but then, yes, you should be able to go over it. I would defer to the manufacturer's recommendations for prep.
