Can't say it's particularly normal, I've never seen this before. That said, if the only thing odd is that's it's growing roots... well, I'd never complain about root growth.

Here's another picture from the side. I hope this is nothing to complaining about either. But as the first time growing this, Just wondering......One more thing, these are all new shoots. The old bulbs are all shrinkled up and roots grown under the bark. All look healthy to me.

It's very hard to tell from the picture but you might actually have a keiki. It's rare but oncidiums can grow from between the top leaves. I've not seen it but know someone who has experienced it. Are those tops coming from on top of a bulb?

Apparently no, they grow in between the old ones. Originally the plant has 4 bulbs when I bought it last spring. But now 4 new shoots grow in between those bulbs and they don't look like they are going to have bulbs like the old ones. They are slim and lot of leaves and roots grow in between and under the leaves. Here are a couple of pictures of the old bulbs..
