Question about deep-root watering

Learning a lot from the folks on this board. Great place for lawn-care newbies (like me).

I've come to understand that deep and infrequent watering is best to encourage deep roots. Is this forever or for new grass?

I would have thought that after a few years of watering a lawn deeply, the roots are as deep as they are going to get? But maybe grass roots recede back up to the top during winter dormancy (cool-season lawn)? Can anyone comment?
