Keep turning the soil once the first 1/2 inch or so dries out...it'll speed it along...especially if it gets full sun.

Plant when you have to/need to...unless you're putting in high value plants you can't afford to get "burned."

That Urea, or Ammonia, smell is because that "compost" has too much Nitrogen and is not yet composted. Tilling in more high carbon material can help.
You have, in zone 5, until the middle of October to plant most things and maybe even into mid December. Often arborists around here are planting into mid December.
