Urea smell in compost

Just bought a yard of topsoil/compost mix from a reputable landscape material supplier. The mix smells strongly of urea. The compost part is made from lawn materials and dairy manure. Apparently the manure has not composted completely.

I am turning it under in a new perennail bed. The bed has been covered for a long time by previous owner with rock and heavy weed barrier.

How long should I wait to put my perennials in so they won't get burned? I need to get them in this fall!
