Depends on the cover, I suppose. It isn't too late here in general so I think the answer is no it isn't too late. Rye, wheat, radish, mustard.......

Unless your soil temperatures have fallen below about 40 degrees (doubtfull there since they have not gone that low here yet) it is not too late, providing you plant a winter hardy cover crop.
