The only GMO carrots that have ever existed never made it out of the research stages, haven't been planted for over a decade, and no seed ever hit the market.

All GM seed is labeled and none is sold in home gardener seed packets.

Almost all of it is sold in large (1000s+ seeds) packaging with a user license that's a legal, binding agreement on the packaging. Some of it you can't even purchase without signing a contract for usage and/or taking a class on handling/planting GMO seed/plants.

The GMO market for food seeds focuses on large-scale commercial growers. The home consumer is not a target audience because of the importance of seed control along with targeting high value customers.

The research community (especially university research) has worked with and produced a lot of GMO concept crops over the years which no company will touch because they have 0 interest in marketing it.

There have been fungal-resistant and nemotode-resistant GMO carrots produced, but no company out there has had even a passing interest in putting the money into bringing it to market.

Even large-scale commercial seed with a large commercial market such as GMO wheat hasn't been put into production because farmers have no interest in it (mostly because of how much is exported to countries that ban GMO wheat). GMO wheat was born and died in the research stage before hitting the open market even though major corporations were developing it.
